Spalling Concrete in HDB Flats: Causes, Repair and Who Pays
How to recognise spalling concrete in an HDB flat, what HDB expects owners to do, how the Goodwill Repair Assistance scheme helps, and what a small patch repair typically costs.
- In an HDB flat, the owner is responsible for repairing spalling concrete.
- For wear and tear, HDB's GRA scheme co-pays 50%, with the owner's share capped at $300 per flat.
- In a new BTO, report spalling to the Building Service Centre during the 1-year defects period.
- A lasting repair treats the rusty steel bars before mortar and paint, so never just paint over it.

You switch on the toilet light in a 35-year-old 3-room flat and see a hairline crack in the ceiling paint, a brown rust line along it, and a small grey chip of concrete on the floor tiles. That is spalling concrete, and in an HDB flat it is the owner's job to deal with it. A small patch can be repaired by you or a handyman in an afternoon, a large or spreading area needs a contractor quickly, and if the cause is wear and tear you can ask HDB for help under the Goodwill Repair Assistance (GRA) scheme, which co-pays 50% of the repair cost.
Spalling concrete in HDB flats is common and gets worse if you leave it. A lasting fix deals with the rusting steel bars inside the slab before any paint goes on.
What spalling concrete looks like
Spalling almost always starts on a ceiling in a damp room. HDB says it is common in older buildings, especially in kitchens and toilets (HDB, spalling concrete). Look for these signs, roughly in the order they appear:
- Hairline cracks in the ceiling paint, often in straight lines (they follow the steel bars inside).
- Brown or orange rust stains bleeding through the paint along those cracks.
- A patch of ceiling that bulges slightly or sounds hollow when tapped with a broom handle.
- Flakes of paint and concrete on the floor, sink or toilet lid.
- Exposed, rusted steel bars where a chunk has already fallen.
The photo above shows the late stage. In HDB flats it is usually noticed at stage two or three, above the shower area, beside the kitchen exhaust, or in a corner of the service yard ceiling.
A ceiling leak looks different: a brown water ring and soft, bubbling paint that gets worse after the upstairs neighbour showers. You can have both at once, and a long-running leak speeds up spalling.
Why it happens
HDB explains spalling as a result of carbonation, a natural deterioration process. Over the years, carbon dioxide and moisture work into the concrete, the steel bars in the ceiling slab corrode, and the rust takes up more space than the steel did. That pushes the concrete cover outward until it cracks and bulges (HDB).
In a written answer to Parliament on 20 October 2022, then Minister for National Development Desmond Lee described it as steel bars corroding "due to the build-up of moisture and acids in the concrete over time" (MND reply, via Telescope). Singapore's humidity and windowless toilets speed this up.

Who is responsible in an HDB flat
HDB is direct about this. As the owner, you are responsible for preventing spalling concrete in your flat through regular maintenance, and for any repair work needed (HDB). The 2022 parliamentary answer repeats the point: flat owners maintain the interior, including checking for and repairing spalling concrete (MND reply, 20 Oct 2022).
There are two exceptions to know about.
- New flats. All newly completed HDB flats have a 1-year Defects Liability Period (DLP) from key collection, and HDB follows up on items needing rectification during that time (HDB, rectification of defects). Spalling in a new BTO should go to the Building Service Centre, not a handyman.
- HIP blocks. Repairs to spalling concrete and structural cracks are covered under the Home Improvement Programme for eligible older blocks (MND reply, 20 Oct 2022). If your block is about to go through HIP, ask your HDB Branch before paying for a private repair.
Spalling stays inside your unit, so unlike a ceiling leak there is no neighbour to negotiate with.
HDB's own repair steps for a small patch
HDB says you can repair spalling yourself if the affected area is small, and lists these steps (HDB):
- Remove the spalled concrete.
- Scrape and clean the exposed steel bars, and use a wire brush to remove any rust.
- Apply 2 coats of anti-rust paint to the steel bars.
- Apply a bonding agent to the affected surface so the new mortar sticks.
- Patch the hacked area with polymer-modified cement mortar.
- Paint over the patch to match the rest of the ceiling.
HDB also links to a demonstration video.
A few notes from doing this on HDB ceilings. Chip back until you reach sound concrete and can see clean steel all round the bar, not just the face. A common failed patch is one skimmed straight over rusty steel with plaster or filler; the rust keeps growing and the patch pops off within a year or two. Use a proper polymer-modified repair mortar, not wall putty. Work overhead with eye protection, because grit falls straight down.
When to get a contractor instead
HDB's guidance is to engage a contractor promptly if the patch area is large, before more concrete falls and injures someone. Left alone, spalling spreads and weakens the structure (HDB).
Get help if any of these apply:
- the cracked or bulging area is wider than your palm, or there are several patches;
- the steel bars are badly thinned or broken, not just surface-rusted;
- concrete is already falling over a bed, a stove or a walkway;
- you are not comfortable working on a ladder overhead.
HDB publishes a reference list of spalling repair contractors on the same page. HDB states that the list is for reference only, is not exhaustive, and is not an endorsement of any contractor's performance. You negotiate the price and scope directly with whoever you engage.
Staying safe while you wait
Waiting for a contractor or for GRA works can take weeks. HDB's advice is to remove loose concrete yourself in the meantime so it does not fall on anyone (HDB):
- wear a helmet, gloves and eyewear;
- use a hammer and chisel, or a long flat screwdriver;
- cover the floor with thick cardboard;
- secure the ladder before climbing;
- hold the loose piece as you work it free and bring it down carefully;
- bag the debris and dispose of it at the centralised bin chute at the ground floor of your block.
Only take off what is already loose.
Goodwill Repair Assistance: what HDB pays
If the spalling is due to wear and tear, you can ask HDB for help under the GRA scheme. HDB will arrange the repair and co-pay 50% of the repair cost (MND reply, 15 Aug 2016).
The 20 October 2022 parliamentary answer gives the current detail: under GRA, HDB arranges the repair works and co-pays 50% of the cost for Singapore Citizen households, the owner pays the balance 50%, and that owner share is capped at S$300 per flat. For HDB rental flats, HDB bears the full cost of spalling repairs (MND reply, 20 Oct 2022). A 2018 answer confirms GRA also applies to flats that went through HIP, once the 1-year DLP on those works has ended (MND reply, 6 Feb 2018).
In 2021, MND said the average waiting time for a GRA case was four to six months, during a construction manpower shortage, and that owners who want earlier repairs can engage their own contractor (MND reply, 27 Jul 2021). Check current waiting times with your HDB Branch. And if you pay a private contractor first, do not assume you can claim GRA back afterwards; ask HDB before work starts.
How to stop it coming back
HDB lists three ways to prevent spalling (HDB):
- Repaint the ceiling regularly. Paint protects the concrete from carbonation. Repaint when the toilet or kitchen ceiling paint starts to flake.
- Seal cracks and holes. Fill holes left by removed ceiling fixtures, old clothes-rack brackets or a dismantled exhaust fan, so moisture and carbon dioxide cannot get in.
- Ventilate. Open the window, vent or door of the toilet, bathroom and kitchen when they are not in use. Run the exhaust fan after showers.
The 2022 parliamentary answer adds one more: repair spalling promptly and paint the repaired area so it does not spread (MND reply, 20 Oct 2022).
Typical Singapore spalling repair costs
These are typical Singapore market ranges from published contractor price guides and listings in 2026. They are not fixed quotes; the size, depth and number of patches decide the price.
| Job | Typical Singapore price | Notes |
|---|---|---|
| Small spalling patch (about palm to A4 size) | S$150 to S$300 per patch | Hack back, treat steel, mortar, paint. Market guides list around S$160 for a 30 x 30 cm patch and around S$300 for an HDB toilet ceiling |
| Several patches or a larger ceiling area | Quoted after inspection | Depends on area, bar condition and access over fixtures |
| Owner share under GRA (wear and tear, Singapore Citizen household) | 50% of HDB's repair cost, capped at S$300 per flat | Per MND, 20 Oct 2022; HDB arranges the works |
Market sources: High Tech Roofing, XRY, Top1Window and Carousell listings.
Watch the quote for two things. It should say the steel will be wire-brushed and coated with anti-rust paint, and it should name a repair mortar, not "patch and paint". A cheap quote that skips the steel treatment is the one you pay for twice.
What to send for a quote
Take three photos: one of the whole ceiling so the patch size is clear against the room, one close-up of the crack or exposed steel, and one showing what sits below it (toilet bowl, stove, bed). Note your block's age and whether HIP has been done. Send them through the form below and we can tell you whether it is a small patch for our handyman service, or a larger job you should take to HDB or a specialist contractor.

FAQ
Is spalling concrete dangerous in an HDB flat? Small patches are a maintenance problem, but loose concrete can fall and injure someone, and HDB warns that untreated spalling spreads and weakens the structure. Remove loose pieces safely and arrange a repair promptly.
Does HDB pay for spalling concrete repair? Owners are responsible for repairs, but for wear-and-tear cases HDB can arrange the repair under the Goodwill Repair Assistance scheme and co-pay 50% for Singapore Citizen households. MND said in October 2022 that the owner's 50% share is capped at S$300 per flat.
Can I repair spalling concrete myself? HDB says you can if the affected area is small, by removing the spalled concrete, wire-brushing the steel, applying 2 coats of anti-rust paint and a bonding agent, patching with polymer-modified cement mortar and repainting. Large areas should go to a contractor.
How much does spalling concrete repair cost in Singapore? A small patch typically costs S$150 to S$300 per patch on the open market. Larger or multiple areas are quoted after an inspection.
Is spalling concrete covered in a new BTO flat? New HDB flats have a 1-year Defects Liability Period from key collection, during which HDB follows up on defects. Report spalling to the Building Service Centre during that period.
Can a handyman paint over spalling concrete? Painting over rusty steel only hides the problem, and the patch will crack again. The rust must be removed and the steel treated before new mortar and paint go on.
