HDB Rules for False Ceilings

HDB's renovation guidelines for building works list false ceilings, cornices and pelmets as work that does not need a permit, subject to these conditions:

  • False ceilings must keep a minimum clearance height of 2.4m from the finished floor level. HDB notes this height rule does not apply to toilets and bathrooms.
  • Pelmets and cornices must keep a clearance of at least 2.10m from the finished floor level.
  • Non-combustible materials must be used for false ceilings, cornices, pelmets and decorative panels.
  • No gas pipe may be enclosed within a false ceiling.
  • Fasteners fixed into the underside of the concrete slab must not exceed 6mm in diameter and 40mm in penetration depth.
  • Flat owners are responsible for removing and reinstating the false ceiling for inspection and maintenance.
  • Cornices are not allowed inside the household shelter. A false ceiling outside the shelter below its ventilation sleeves needs a perforated access panel of at least 600mm by 600mm below each sleeve.
  • Buildings constructed before 1991 may contain asbestos, more often in pitched roof blocks. Top-floor owners should refer to NEA before working on the ceiling.

New lighting points and circuits must be installed by an EMA-licensed electrical worker. False ceilings that are part of a full renovation can be handled with our HDB interior design service. Renovation works are carried out by our partner V On Construction Pte. Ltd., listed in HDB's Directory of Renovation Contractors.

Planning a False Ceiling

  1. Check your ceiling height. Measure from the floor to the slab. In many HDB flats there is only room for an L-box or pelmet, not a full dropped ceiling, once the 2.4m minimum is kept.
  2. Plan the lights first. Decide on downlights, cove strips and any ceiling fan before framing, so the wiring and supports go in at the right places.
  3. Plan aircon pipes. An L-box along the aircon wall hides trunking neatly. Leave an access panel near any joints or drain points.
  4. Keep smoke detectors working. If there is a smoke detector on the ceiling, it should be moved onto the new ceiling surface, not boxed in.
  5. Finish and paint. Joints are taped and skimmed, then the ceiling is painted with the rest of the room.

What to Send for a False Ceiling Quote

  1. Photos of each room's ceiling, and the floor-to-ceiling height.
  2. The length of each wall where you want an L-box or cove.
  3. A reference photo of the design you like.
  4. Where you want lights, fans and curtains, and where the aircon pipes run.
  5. Whether it is an HDB flat, condo or landed home, and if it is a top-floor unit.

Frequently Asked Questions

How much does a false ceiling cost in Singapore?

An L-box typically costs $18 to $30 per foot run and cove lighting $20 to $35 per foot run. A flat gypsum ceiling is about $5 to $8 per sq ft, so a 100 sq ft HDB bedroom is about $500 to $800.

Do I need an HDB permit for a false ceiling?

No. HDB lists false ceilings, cornices and pelmets as work without a permit, but they must meet conditions such as a 2.4m minimum height, non-combustible materials and no enclosed gas pipes.

What is the minimum height for a false ceiling in an HDB flat?

HDB requires a minimum clearance of 2.4m from the finished floor level for false ceilings, and 2.10m for pelmets and cornices. HDB notes the 2.4m rule does not apply to toilets and bathrooms.

What is an L-box?

An L-box is a boxed strip of false ceiling along a wall. It is used to hide aircon pipes and trunking and to add downlights or cove lighting without lowering the whole ceiling.

Can I hide gas pipes in a false ceiling?

No. HDB does not allow any gas pipe to be enclosed within a false ceiling.

Is cove lighting included in the price?

Usually the recess is priced per foot run, while LED strips, drivers and new lighting points are priced separately. New points are installed by an EMA-licensed electrical worker.
