Ceiling Repair Singapore: What Is Wrong With Your Ceiling?
| What you see | Likely cause | What fixes it |
|---|---|---|
| Fine cracks in the paint | Normal movement between materials | Fill and repaint with flexible paint |
| Holes from old lights, fans or hooks | Removed fixtures | Patch, sand and repaint |
| Brown ring stain, bubbling paint | Leak from the flat above or the roof | Fix the leak first, then seal the stain and repaint |
| Bulging concrete, rust lines, falling chips | Spalling concrete | Spalling concrete repair, then repaint |
| Black spots in bathroom or kitchen | Mould from damp and poor airflow | Mould treatment and anti-mould paint |
| Sagging or cracked false ceiling board | Water damage, loose fixings or heavy fittings | Re-fix or replace the board section |
| Cracked or broken cornice | Impact or movement | Repair or replace the cornice length |
A sagging false ceiling should be checked quickly, especially if it is wet. A board soaked by a leak can drop without much warning.

Ceiling Leaks: Fix the Source First
Painting over a leak stain only hides it for a few weeks. HDB explains that ceiling leaks usually come from wear and tear of the waterproof membrane and screed in the floor slab of the flat above, typically in toilets and bathrooms.
- Leak between two flats. HDB says flat owners are responsible for their floor and ceiling slabs, so you and your upstairs neighbour arrange the repair together and split the cost.
- Top-floor flats. A leak from the roof comes from common property, so contact your Town Council.
- External wall or rooftop. HDB says the Town Council bears the full repair cost for these.
Our guide on HDB ceiling leaks and who pays walks through the steps. Once the leak is fixed and the ceiling has dried, we seal the stain and repaint.
False Ceiling and Cornice Repairs
- Sagging boards. Usually loose fixings or a wet board. Dry boards can often be re-fixed; soaked or crumbling boards are cut out and replaced, then the joints are taped, skimmed and painted.
- Cracks along board joints. Re-taped and skimmed so the crack does not return.
- Holes from removed lights or fans. Patched with a board insert, or reused for a new light. New lighting circuits are installed by an EMA-licensed electrical worker; see light repair.
- Access panels. HDB notes that flat owners are responsible for removing and reinstating false ceilings for inspection and maintenance, so an access panel near pipes or valves saves cutting later.
If you want a new false ceiling or L-box rather than a repair, see our false ceiling page. HDB notes that buildings constructed before 1991 may have asbestos-containing materials, more commonly in pitched roof blocks, so top-floor owners in those blocks should refer to NEA before working on the ceiling.
What to Send for a Ceiling Repair Quote

- The rough ceiling height, and whether it is a concrete ceiling or a false ceiling.
- Which room it is, and whether it is an HDB flat, condo or landed home.
- Any lights, fans or fittings in or near the damaged area.

Frequently Asked Questions
How much does ceiling repair cost in Singapore?
Small ceiling repairs such as hole patching, crack filling or sealing a dried water stain typically cost $150 to $400 including repaint. False ceiling board replacement starts from about $250 and depends on the area.
Can you paint over a ceiling water stain?
Only after the leak is fixed and the ceiling is dry. The stain also needs a stain-blocking sealer first, or it bleeds through the new paint.
Who pays for a ceiling leak in an HDB flat?
HDB says owners are responsible for their floor and ceiling slabs, so you and the upstairs owner usually arrange the repair together and split the cost. Leaks from the roof or external walls go to the Town Council.
My false ceiling is sagging. Is it dangerous?
It can be, especially if the board is wet. Keep people away from the area and send us photos. Wet or crumbling boards are replaced rather than re-fixed.
Why does my ceiling have rust stains and cracks?
Rust lines with cracks or bulging concrete usually mean spalling concrete, where the steel inside the slab is corroding. It needs a spalling repair, not just paint.
