Laminate Flooring Singapore: What It Is and Where It Fits
Laminate is a board with a high-density fibre core, a printed wood-look layer and a hard clear top layer. It clicks together and floats over the existing floor on an underlay.
- Good for: bedrooms, studies and living rooms, where you want a wood look with a hard, scratch-resistant surface.
- Take care in: kitchens and near toilet doors. Standard laminate swells if water gets into the joints. Water-resistant laminate is better in humid homes, but spills still need wiping up quickly.
- Avoid in: bathrooms, balconies and anywhere that gets wet. Keep these tiled.
- Underneath: laminate needs a flat floor. Hollow or uneven tiles should be fixed first; see tile repair.

HDB Rules for Laminate Flooring
HDB's renovation guidelines for building works list laying or replacing parquet or timber flooring, which HDB says is also known as laminated or bamboo flooring, as work that does not need a permit. For flats with existing floor finishes, the new flooring must not:
- raise the floor as a platform;
- use cement screed;
- involve hacking or removing the existing floor finishes.
A floating laminate floor laid on underlay over your existing tiles meets these conditions. If you want the old tiles removed instead, that is permit work. Renovation works are carried out by our partner V On Construction Pte. Ltd., listed in HDB's Directory of Renovation Contractors. See our hacking and demolition page.

- Photos of the existing floor, including any cracked, hollow or uneven tiles.
- Photos of each doorway and the doors, so we can check clearance.
- The laminate product you like, or your budget per sq ft.

Frequently Asked Questions
How much does laminate flooring cost in Singapore?
Laminate flooring typically costs $5 to $12 per sq ft supplied and installed in 2026. Skirting is extra at about $3 to $6 per running foot.
Do I need an HDB permit for laminate flooring?
No. HDB lists laying parquet or timber flooring, also known as laminated flooring, as work without a permit, as long as it does not raise the floor as a platform, use cement screed, or involve hacking the existing finishes.
Can laminate flooring be laid over tiles?
Yes. Laminate floats on an underlay over existing tiles. The tiles should be firm and reasonably level, so hollow or cracked tiles are fixed first.
Is laminate flooring waterproof?
Standard laminate is not. Water in the joints can make the boards swell. Water-resistant laminate copes better, but for kitchens or homes with pets, SPC vinyl is usually the safer choice.
Laminate or vinyl, which lasts longer?
Laminate has a harder, more scratch-resistant surface, while SPC vinyl handles water better. In dry bedrooms both last well; near kitchens and toilets, vinyl is usually more durable.
