HDB Bamboo Pole Holder: Rules, Killer Litter and Drying Rack Alternatives
What HDB allows on bamboo pole holders, killer litter rules, HDB's programme to replace pole holders with drying racks, and indoor drying racks you can install yourself.
- Do not hang items directly from bamboo pole holders or attach racks to the parapet; HDB treats this as killer litter.
- HDB is replacing pole holders with external drying racks under its upgrading programmes, funded under HIP.
- An indoor ceiling rack needs no HDB permit and avoids hanging poles out of the window.
Bamboo pole holders are the metal sockets outside HDB kitchen and service yard windows, used to hold laundry poles. They come with strict rules: anything that falls from a high-rise flat can kill, so HDB treats misuse as killer litter. Many flats have had them replaced with external drying racks under HDB upgrading, and an indoor ceiling rack is the easiest way to avoid the poles altogether.
What HDB does not allow on bamboo pole holders
HDB's killer litter guidance says you should not:
- Hang items directly from the bamboo pole holders.
- Lay items horizontally across the holders.
- Arrange bamboo poles criss-cross.
- Attach laundry brackets or racks to the parapet.
- Leave items near open windows, on ledges or on air-conditioner compressors, where they could fall.
Penalties apply for breaches. In practice, always slot each pole firmly into its socket, use pole clips so clothes do not blow off, and take poles in during strong wind.
HDB is replacing pole holders with drying racks
The Ministry of National Development has said that HDB is progressively replacing pipe-socket pole holders with external clothes-drying racks under its upgrading programmes, covering about 450,000 flats so far. Under the Home Improvement Programme (HIP), the external retractable drying rack is an essential item, so it is funded by the government. Some older flats upgraded earlier still have pipe sockets, and MND has said it is studying options for these.
If your block is due for HIP, the drying rack may be replaced for you. Check your town council or HDB branch before paying to change anything outside the window.
Can I remove or replace the bamboo pole holders myself?
The holders are fixed to the outside of the block. HDB does not publish guidance allowing owners to remove or change them, so do not alter them without asking HDB or your town council first. When we install drying racks inside a flat, we leave the external holders as they are.
Indoor alternatives: ceiling and electric drying racks
An indoor rack in the service yard or kitchen avoids hanging poles out of the window:
- Manual ceiling rack: raised and lowered by rope or crank, no power needed. Installing a rack you have bought typically costs $80 to $150. See laundry drying rack installation.
- Automated (electric) rack: button lift, light and drying functions, and it needs a power point nearby. Installing a plug-in rack you have bought typically costs $100 to $180. See automated laundry rack installation and our comparison of Steigen, Prism+ and GoodLiving.
HDB does not require a permit for a ceiling clothes-drying rack in the kitchen or yard. Its guidelines limit fasteners to 6mm in diameter and 40mm deep.
FAQ
Can I hang clothes directly on HDB bamboo pole holders? No. HDB's killer litter guidance says not to hang items directly from the holders or lay them across them. Use bamboo or aluminium poles slotted firmly into the sockets.
Will HDB replace my bamboo pole holders? HDB has been replacing pipe-socket holders with external drying racks under its upgrading programmes, and under HIP the external retractable rack is government-funded. Check with HDB or your town council about your block.
Can I remove the bamboo pole holders outside my window? They are part of the block's exterior. Ask HDB or your town council before removing or altering them.
Do I need HDB approval for an indoor ceiling drying rack? No permit is needed for a ceiling clothes-drying rack in the kitchen or yard, but HDB's fastener limits still apply.
