What an HDB toilet renovation costs, the 3-year rule for new flats, overlay vs hacking, HDB's waterproofing rules and which fittings need a licensed plumber.

TL;DR
  • An HDB toilet renovation typically costs about $4,500 to $6,500 for an overlay and $5,000 to $8,000 to hack and redo.
  • Toilet finishes cannot be replaced for 3 years from the block's completion date.
  • Hacking needs a permit and new waterproofing; WC replacement must be done by a PUB Licensed Plumber.

An HDB toilet renovation usually costs about $4,500 to $8,000 per toilet in 2026, depending on whether you overlay the existing tiles or hack everything back to the screed. Before you plan anything, check one rule: in a new HDB flat, you cannot replace the toilet floor or wall finishes for the first 3 years from the date the block was completed.

HDB toilet renovation cost (2026)

These are typical ranges from Singapore renovation guides. Your quote depends on the toilet size, tiles and fittings.

Approach Typical cost per toilet
Overlay (new tiles over the old ones) About $4,500 to $6,500
Hack to screed and redo About $5,000 to $8,000
Two toilets done together From about $10,000

Overlaying usually saves about 10 to 20% because there is less hacking, debris and waterproofing work. For the hacking part alone, try our hacking cost calculator.

The 3-year rule for new HDB flats

HDB only allows you to replace toilet floor and wall finishes after the first 3 years from the block's completion date, and you need a permit to do it. The clock starts from block completion, not your key collection date, so check the completion date with HDB.

The rule protects the original waterproofing while the flat is new. If you want a new look sooner, overlaying is the usual workaround. Ask your contractor to confirm what HDB allows for your block before you start.

Overlay vs hacking to screed

Overlay

  • New tiles are laid over one existing layer with adhesive, at most 13mm thick.
  • No permit is needed for the overlay itself, and it is faster and cheaper.
  • The floor gets slightly higher, so check door clearance and the floor trap level.

Hack to screed

  • The old tiles and screed come off and the toilet is rebuilt.
  • It needs an HDB permit and is only allowed after the 3-year period.
  • New waterproofing goes in, which is the main reason to choose it for a leaking or very old toilet.

HDB waterproofing rules when you hack

When toilet finishes are replaced, HDB's guidelines require:

  • Pre-packed waterproofing screed and a waterproofing membrane.
  • The membrane turned up at least 150mm against walls, kerbs and pipes.
  • A UPVC floor trap grating with a long collar.
  • Floor finishes and screed together no thicker than 50mm.

If your toilet is leaking into the flat below, read our guide on who pays for an HDB ceiling leak first.

Fittings and who installs them

  • WC (toilet bowl) replacement must be done by a PUB Licensed Plumber, and vent pipes must not be removed.
  • Shower screens can be installed without tampering with the floor slab.
  • Bathtubs and shower trays need an inspection opening and weep holes, and the space underneath must not be filled in.
  • Enlarging the toilet is only allowed after 3 years, needs a permit, and is limited to a 600mm-wide dry extension.

Smaller jobs, like a running flush, a choked floor trap or regrouting a small area, do not need a full renovation. See our handyman services and our toilet and floor trap choke guide.

FAQ

How much does an HDB toilet renovation cost? Typically about $4,500 to $6,500 per toilet for an overlay, and about $5,000 to $8,000 to hack to screed and redo, in 2026.

Can I renovate the toilet in my new BTO? You cannot replace the toilet floor or wall finishes in the first 3 years from the block's completion. Smaller works, such as changing fittings, are different. Check with your contractor and HDB.

Do I need a permit for toilet renovation? Replacing toilet finishes after the 3-year period needs an HDB permit. Overlaying tiles over one existing layer does not, but HDB's guidelines still apply.

Is overlay or hacking better for an HDB toilet? Overlay is cheaper and faster when the existing tiles are sound. Hacking to screed is better when the toilet leaks or the waterproofing needs replacing.

Who can replace my toilet bowl? A PUB Licensed Plumber must replace a WC in an HDB flat.
