BTO Interior Design Singapore: Renovation Timeline
- Before key collection. Finalise the layout, carpentry and materials from your floor plan, so works can start soon after you get the keys.
- Key collection. Inspect for defects first and report them to the Building Service Centre before renovation starts. Use our BTO defects checklist.
- Open your SP utilities account. HDB will not grant a renovation permit for a new flat until it is open.
- Permit and works. Our DRC-listed partner applies for the permit. In newly completed blocks, permitted works must be completed within 3 months.
- Carpentry, curtains and move-in. Carpentry is installed after the wet works, then curtains, lights and cleaning.

What to Check in a BTO Renovation Package
- Carpentry measured in foot run, with the material (laminate, board type) and internal fittings listed.
- What is excluded, such as debris haulage, protection works, electrical points and plumbing.
- Who holds the HDB permit, and that the contractor is in the DRC.
- Payment stages tied to completed work, not a large upfront deposit.

BTO Rules to Know
- Toilet floor and wall finishes cannot be replaced for 3 years from block completion. Overlay is the usual alternative.
- Wall hacking needs an HDB permit, and structural walls cannot go. Check with our Can I hack this wall? tool.
