- Check quotes for haulage, protection works, PE endorsement, electrical and plumbing.
A standard renovation for a 4-room BTO in Singapore typically costs about $40,000 to $56,000 in 2026. A 3-room is about $25,000 to $43,000 and a 5-room about $45,000 to $67,000. Resale flats usually cost more because of hacking and rewiring, while a light cosmetic refresh can cost far less. Here is where the money goes, and what to check before you sign.
Renovation cost by flat type (2026)
| Flat type | Typical standard renovation |
|---|---|
| 3-room BTO or HDB | About $25,000 to $43,000 |
| 4-room BTO or HDB | About $40,000 to $56,000 |
| 5-room BTO or HDB | About $45,000 to $67,000 |
These are market ranges from 2026 Singapore renovation cost guides. Resale flats commonly cost 20 to 40% more than a BTO of the same size, because of hacking, re-tiling and rewiring. An extensive job with heavy hacking and premium finishes can go well above these ranges.
Where the money goes
Carpentry is usually the biggest single item, often around a third of the budget. For a 4-room BTO budget of about $48,000, that is roughly $15,000.

| Kitchen cabinets, top and bottom | About $180 to $360 per foot run |
| Wardrobes | About $200 to $360 per foot run |
| Tiling | About $6 to $12 per sq ft |
| Bathroom waterproofing and re-tiling | About $3,100 to $4,700 per bathroom |
| Toilet renovation, overlay vs hack and redo | About $4,500 to $6,500 vs $5,000 to $8,000 per toilet |
| Partition wall hacking, edges made good | About $550 to $1,300 per wall |
| Simple false ceiling | From about $1,500; elaborate designs for a large flat can reach about $6,000 |

Costs that quotes often leave out
- Debris haulage and disposal after hacking.
- Protection works for floors, lifts and common areas.
- PE endorsement where a professional engineer is required, about $800 to $2,000.
- Electrical points and rewiring, done by a licensed electrical worker.
- Plumbing changes, done by a PUB licensed plumber.
- Curtains, lights and appliances, which are often outside a renovation package.

How to keep a BTO renovation on budget
- Fix the layout early. Moving the kitchen sink, hob or toilets adds plumbing and gas costs.
- Overlay where you can. Tile and vinyl overlays need no permit and skip the hacking.
- Spend on carpentry you use daily. Wardrobes and kitchen cabinets first, feature walls later.
- Use a DRC contractor. HDB requires renovation works to be done by a contractor in its Directory of Renovation Contractors. See our guide to HDB registered contractors.
- Separate the small jobs. Curtains, drying racks, drilling and furniture assembly can be done at a fixed price with our BTO move-in packages.
