Repainting Before You Move In
The best time to repaint is when the flat is empty, before furniture, curtains and appliances go in. The job is quicker, there is nothing to move, and the paint smell clears before you sleep there.
- Resale flats. Older paint is often chalky, stained or marked where the previous owner's furniture stood. A sealer coat helps the new paint cover evenly. Fill old screw and nail holes at the same time; see hole repair.
- BTO flats. New flats are already painted. Most owners only repaint a feature wall or change bedroom colours. Report any defects to HDB within the defects liability period before you repaint over them.
- Bathroom and kitchen ceilings. Use anti-mould paint here. If you see bulging concrete or rust stains, the ceiling needs spalling concrete repair before paint.
- Plan the order. Paint after any hacking, carpentry and flooring, and before curtains and blinds go up. Our move-in packages combine painting with curtains, blinds and small installations.
Repainting Before You Sell
A fresh coat helps listing photos and viewings, but you do not need premium paint for a flat you are leaving. A few things give the most value:
- Neutral colours. Off-white or light grey suits most buyers and photographs well. Bold feature walls are worth painting over.
- Fix marks first. Patch holes from shelves, TV brackets and curtain tracks before painting, or they show through.
- Deal with mould and stains. Buyers notice black spots on bathroom ceilings. Treat the mould properly instead of painting straight over it; see mould removal.
- Time it with your move. Painting after you move out gives the cleanest finish. If you are still living there, we can do it room by room.
HDB Painting Rules to Know
Painting is one of the simplest renovation jobs in an HDB flat. Based on HDB's renovation guidelines for building works:
- No permit for painting. HDB lists spray painting and wallpaper as wall finishes that do not need a permit, and painting the outside face of the main door or metal grille gate also needs no permit.
- Household shelter door. Do not paint or cover the shelter door notice, locking bolts or door seal. Old paint on the shelter door and frame should be removed before repainting, so the door still closes properly, and the new paint must be fully dry before the door is shut.
- Shelter ventilation sleeves. Only the outer face of the steel fragmentation plate may be painted. Do not paint the inner face, the sleeves, the rubber gaskets or the bolts that hold the plate.
HDB's home care guide also recommends repainting walls regularly, using flexible or elastomeric paint over hairline cracks, and repainting ceilings to help prevent spalling concrete. If your painting is part of a bigger renovation, see our HDB interior design page.
What to Send for an HDB Painting Quote
- Your flat type (for example 4-room) and whether it is empty or occupied.
- Photos of each room, the ceilings, and any stains, cracks or peeling paint.
- The colours you want, and whether any rooms need anti-mould paint.
- Doors, gates, grilles or pipes you also want painted.
- Your key collection, move-in or sale date, so we can plan the timing.

Frequently Asked Questions
How much does it cost to paint a 4-room HDB flat?
A whole 4-room HDB flat typically costs $750 to $1,600 in 2026, including walls and ceilings with two coats. A sealer coat, doors and pipes are often charged separately.
How much is HDB painting for a 3-room or 5-room flat?
A 3-room flat is typically $650 to $1,300 and a 5-room flat $900 to $1,900. Executive flats and maisonettes are about $1,000 to $2,200.
Do I need an HDB permit to paint my flat?
No. HDB's renovation guidelines list painting and wallpaper as work that does not need a permit. The household shelter door and ventilation sleeves have their own painting rules.
Can I paint the household shelter?
You can paint the shelter walls, ceiling and door, but you must not paint over the door notice, locking bolts or door seal. Old paint on the shelter door should be removed before repainting so the door still closes.
Should I repaint before moving into a resale flat?
Yes, if you can. Painting an empty flat is faster and cleaner, and it is the easiest time to fill old holes and treat mould before furniture goes in.
How long does HDB painting take?
Most whole-flat repaints take 1 to 3 days, depending on flat size, colours and whether a sealer coat is needed. A single room can often be done in a day.
