HDB Kitchen Renovation Rules
- Walls. Any demolition of walls, partial or complete, needs HDB's prior written approval. Structural walls cannot be removed. Check yours with the HDB wall hacking rules.
- Floor tiles. Replacing floor finishes needs a permit. Kitchen floors need pre-packed waterproofing screed, with a membrane around the sanitary stacks.
- Countertops. No permit, but the cement mortar base and tiles must not exceed 50mm, and concrete shelves are not allowed.
- Gas pipes. Gas riser pipes must not be tampered with, gas pipes must not be embedded in floor screed or common partition walls, and alterations are done by City Energy or a licensed gas service worker.
- Weep holes. Some kitchens have an enclosed sanitary duct with a weep hole. Cabinets must not seal or block it.
- Hours. Noisy works such as hacking and tile cutting run only on weekdays from 9am to 5pm.

Ways to Keep the Kitchen Budget Down
- Keep the layout. Moving the sink, hob or gas point adds plumbing and gas work.
- Overlay instead of hacking where the existing tiles are sound.
- Change only the top. If the cabinets are solid, a new countertop and doors can refresh the kitchen for a fraction of the cost.
- Mix countertop materials. Use sintered stone near the hob and quartz elsewhere. Our quartz vs sintered stone guide compares them.
- Repair before you replace. Drooping doors and worn hinges can often be fixed by our handyman team.

Not for cabinets and countertops. Hacking walls or replacing floor tiles does need an HDB permit, which the DRC contractor applies for.

Often, if the wall is not structural and HDB approves it. Gas pipes still cannot be embedded in walls or floors or tampered with at the riser.

Can you just replace my kitchen countertop?
Yes. If the cabinets are sound, we can replace only the top. See our kitchen countertop replacement page.
