3-Room BTO Design Ideas: Making a Small Flat Work
Space-saving design ideas for 3-room BTO flats: layouts, storage, kitchens, toilets and curtains, plus what a 3-room renovation typically costs and the HDB rules to plan around.
- A standard 3-room BTO renovation typically costs about $25,000 to $43,000 in 2026.
- Keep the second bedroom flexible and use full-height storage, sheer curtains and arches to open up the flat.
- Toilet finishes cannot be replaced for 3 years; plan fittings and a shower screen instead.
A 3-room BTO has two bedrooms, a living and dining area, a kitchen and two toilets in a compact layout. Good design here is about storage, light and flexibility rather than more rooms. A standard 3-room renovation typically costs about $25,000 to $43,000 in 2026, and a lighter makeover can cost much less.
Layout ideas
- Keep the second bedroom flexible. A study by day and a guest room by night, with a sofa bed and fold-down desk.
- Open up only if the wall allows. Joining the second bedroom to the living area needs an HDB permit and a non-structural wall. A glass partition or sliding door keeps it convertible for resale.
- Zone with arches or open shelving instead of solid walls, so daylight reaches the whole flat.
- Use the yard well. HDB lets you extend the kitchen into the yard without removing walls, and without a permit.
Storage that does not crowd the room
- Full-height wardrobes to the ceiling, with top cabinets for seasonal items.
- A shoe cabinet with a bench at the entrance. See our shoe cabinet design guide.
- Platform beds with drawers in the bedrooms.
- A slim TV console with closed storage instead of a deep cabinet.
Laminate is the most practical carpentry finish for humid Singapore flats. See laminate vs veneer.
Kitchen and toilets
- Kitchen: most 3-room BTO kitchens are galley or L-shaped. Aim for a walkway of about 90cm. See HDB kitchen design.
- Toilets: the toilet finishes cannot be replaced for 3 years from the block's completion, so plan a shower screen, vanity and fittings instead of re-tiling. See HDB toilet design.
Light and curtains
Small flats feel bigger with light colours and plenty of daylight. Use sheer day curtains in the living room and blackout curtains in the bedrooms. See day and night curtains and blackout curtains. Whole-flat curtains for a 3-room HDB typically cost about $1,000 to $1,800.
